On-chain Quorum & Initialization POAP

I’d recommend RPIPs. The argument of “it’s so simple it doesn’t need one” is matched up against “then the rpip will take 5 minutes to write”. Nice to have one place to look, a link to the forum, and the soft sections explaining purpose, eg. Also entirely dodges the judgement calls around whether a specific change needs an RPIP.

Agree with Val. Should use RPIPs, even for this type of parameter change. Keep it all official.

Yes should have an RPIP, particularly as normal technical level folks may have a tough time parsing the on-chain vote, depending on what the UI looks like.

Separately, if on-chain votes are occurring somewhat regularly, the RPIP field could get crowded pretty quickly. I think it already is. I wonder if it makes sense to just have a single living RPIP that on-chain votes (particularly parameter changes) get sequentially added to?
