2023-09 IMC membership changes

Hi All - wanted to loop you in to some IMC membership changes:

  • langers will be leaving his spot as a member of the IMC
  • darcius will be leaving his spot as a backup signer
  • Per RPIP-10, the vacancy will be filled by @drworm.eth (they’ve signed a message at https://etherscan.io/verifySig/24403, and will comment here + on discord)
