Core team and pDAO is a challenging one. In the end, I’d suggest the pDAO are the source of authority, but core team spend dramatically more time on it. This means they might be in the right place to make some direction calls. In my ideal world, this looks like high level strategy going through pDAO (though ideas may certainly come from team), and relevant tactical decisions coming largely from the team.
