It’s been a little tighter than comfortable meeting quorum on some votes lately. We have a few large delegatees who are respected community members and great people, but who either no longer vote or have never voted.
Maybe we need a little light housekeeping:
Please consider either voting yourself or changing your delegation to someone who does vote. Please check that your votes are counting!
If you are listed on the official delegates webpage, take time to review your profile and if you are non-voting consider removing your profile.

You can delegate to any RP registered Node Operator, but if you need some help choosing go to: Delegates Profile Page
To better align node operator delegation decisions with overall protocol health and active governance participation, I propose the following:
The voter share portion of rewards should be distributed to node operators in proportion to their voting participation (taking into account votes cast by the node operator themselves and those of their delegates). Consequently, if a NO delegates their voting power to someone who does not participate in governance, the NO would receive a reduced share of rewards and have incentives to review their delegation once in a while.
Edit after some discussion: A great argument in favor of this proposal is that people who actually use their voting power to participate and improve/secure the protocol could be taking extra risk, so it would be more than fair to reward those actions.
That portion of rewards could be split between delegatees and delegators.
This (or ideas like it) were initially discussed when writing the RPIPs for Saturn. A major drawback was that it would encourage people to vote no matter what, even without knowledge of what is being voted on. Something we absolutely want to avoid is people just automatically voting “yes” to every proposal.
Low voter participation is inconvenient, but no more. Voters passing things that shouldn’t pass would quickly turn catastrophic.
