Decision: Approve
Requested Funding: $3,240
Awarded Funding: $3,600
Score: 4.42
Comments: Essential to the community’s infrastructure, Jasper’s request for a higher payment seems justified, and the GMC supports matching Jasper’s compensation. The GMC would like to see an established and formalized plan for enhancing viewership and participation, considering the relatively high cost per viewer (excluding asynchronous viewers). Given Twitter’s uncertainty, the GMC would like this to be migrated to another platform if ever the need arises.
Acceptance Criteria: Consistently hosting bi-weekly community calls.
Payment Structure: 120 RPL(20 RPL/mo for six months)

Name: Denver Lift-Off

Comments: While the projected attendance appears optimistic, discussions with the applicant have convinced the GMC that it is a reasonable estimate. Considering the protocol’s limited chances for events of this scale annually, the GMC is inclined not to miss this opportunity. Payment terms specify that the applicant will receive 75% upfront for deposits and can request an additional 25% based on verified receipts, covering expenses beyond the initial 75% (dollar for dollar).

Comments: The GMC supports the concept of integrating with Eigenlayer (EiL) given the potential benefits but has concerns about the lack of formal infrastructure and the possibility of EiL having unintended consequences for Ethereum. Name: UVC Research
Proposer: sckuzzle
Type: Grant
Subcommittee: Research
Link to Application: Round 8 - GMC Call for Grant Applications - Deadline is January 14 - #13 by sckuzzle
Decision: Defer with Future Consideration
Requested Funding: $38,000
Score: 3
Comments: Given the technical nature of this submission and our potential limitations in utilizing it for pDAO governance, the GMC is inclined to defer the decision. The proposed cost is one of the highest, and despite the importance of the contributor, allocating 380 hours at $100/hour may not be the most effective approach, especially considering recent declinations of similar proposals (Nethermind). While recognizing Sckuzzle’s significant contributions, the GMC suggests exploring options for more basic modeling at reduced time and cost. Over the next month, the GMC will discuss with Sckuzzle whether there is the option for a smaller grant, that could have the potential to lead to a larger grant like this one.

Name: Rocket Split Audit
Proposer: Sigma Prime
Type: Grant
Subcommittee: Dev
Link to Application: Round 8 - GMC Call for Grant Applications - Deadline is January 14 - #8 by LIBlockchain
Decision: Defer with Future Consideration
Requested Funding: $24,750
Score: 3.33
Comments: Due to uncertainty about the relevance post-Houston and concerns raised by the community, the GMC has decided to defer the decision with future consideration. Over the next month, discussions with the community will be conducted to determine whether there is a consensus to fund the audit. In round 9, the committee will deliberate again, taking into account the conversations from the community.

Name: Asian Market Staking User Education
Proposer: Hashquark
Type: Grant
Subcommittee: Marketing
Link to Application: Round 8 - GMC Call for Grant Applications - Deadline is January 14 - #2 by HashQuark
Decision: Defer with Future Consideration
Requested Funding: $30,000
Score: 2.75
Comments: Expressing a general sentiment that the proposal is too expensive, the GMC did not have sufficient time to gather community feedback but the conversation is ongoing. The GMC is deferring this round to gather more insights and better comprehend the offer.

Name: rETH Staking User Analytics & Platform
Proposer: Anthias Labs
Type: Grant
Subcommittee: Marketing
Link to Application: Round 8 - GMC Call for Grant Applications - Deadline is January 14 - #9 by Anthias.xyz
Decision: Decline
Requested Funding: $18,000
Score: 2
Comments: The GMC is declining this proposal as Eigenlayer already possesses its own dashboards, and the GMC perceives limited utility for this, especially considering the specified price point.

Name: Smart Contract Optimization and Monitoring
Proposer: keybox.AI
Type: Grant
Subcommittee: Dev
Link to Application: Round 8 - GMC Call for Grant Applications - Deadline is January 14 - #4 by invitedtea
Decision: Decline
Requested Funding: $30,000
Score: 1
Comments: The proposal lacks clarity regarding the specific offerings, such as optimization and monitoring. The scope of monitoring, whether it pertains to token movement, accumulation over time, or other aspects, remains unclear. Additionally, the nature of the optimization, specifically whether it involves solidity adjustments to reduce gas costs, needs further clarification. Given the vagueness of the proposal, the GMC has chosen to decline.

Name: Unhosted Wallet
Proposer: Unhosted
Type: Grant
Subcommittee: Dev
Link to Application: Round 8 - GMC Call for Grant Applications - Deadline is January 14 - #7 by Unhosted
Decision: Decline
Requested Funding: $8,000 - $20,000
Score: 1
Comments: Based on the GMC’s assessment of value as well as the community feedback submitted within the forum, the GMC has opted to decline this proposal.

Member Participation

We had a shortened timeline this month and jcrtp and dondo were not able to make the development call. They submitted their feedback and scores in a timely fashion. Waq, and Ken were unable to participate in the discussion or scoring of grants due to their conflicts of interest. epineph was unable to participate in the discussion or scoring of ‘RPL Staking Rework Facilitation’ due to his conflict of interest.

Final Voting Stages

An amendment was declared to “Fund GA0802404 at custom amount of $40,000”. It passed with 5 “Yes”, 0 “No”, and 0 “Abstain” votes.

Adjustment To Round 8 Process

During the final voting stages, a few members requested an extended window of opportunity to deliberate on the EigenLayer Integration bounty. On January 26, the GMC had 24 hours to vote on the following proposal:

  • A two-day window will be provided for the revision of the EigenLayer Integration in its current form. You can find the current specifications at this link: rocketpool-gmc/bounties/BA082401.md at main · shfryn/rocketpool-gmc · GitHub. The entire GMC will engage in discussions with Jasper and the broader pdao community to finalize the specifications and ensure the bounty is in a state that warrants approval. The deadline for bounty revisions is Monday, January 29, 2024 10:00 AM
  • Subsequently, a one-day window will be designated for voting on the amendment: “Approve funding for revised EiL bounty.” Tuesday, January 30, 2024 10:00 AM

A majority vote is needed to pass the proposal. Dr Doofus is eligible to vote if KentPhilly’s vote is not received within the designated window. The round 8 awards announcement will be postponed until this process has finished. No other awards are up for discussion or revision.

This proposal passed with 7 “Yes” and 1 “No”.

Subsequently, “Approve funding for revised EiL bounty” passed with 7 “Yes” and 2 “No”.

Schedule Adjustment & Async Application Selection Window

Over the past couple of months, the GMC has observed shorter discussion and negotiation windows due to the 72-hour application selection process and the three-round final vote process.

The GMC is currently voting on the following proposal:

A) The application deadline will shift from on or around the second Sunday of each month to on or around the first Sunday. The application window will still be one month long, but it will conclude at a different time. A new RPIP will be drafted for this adjustment.

B) The application selection window will no longer pause the schedule, allowing discussion calls to happen asynchronously. This change also permits members to commence reviewing applications and providing feedback three days earlier. The administrator will only schedule during the three-day window in extreme situations where no other option is available.

Hi all,

The EigenLayer related bounty rocketpool-gmc/bounties/BA082401.md at main · shfryn/rocketpool-gmc · GitHub was funded.

I considered making a challenge RPIP for it, as I felt this would (a) significantly commit the protocol to maintaining ongoing support for an external contract and (b) kind of “endorse” a 3rd party protocol. I think this level of decision should happen with explicit pDAO approval.

I talked a bit with the GMC and they have assured me that they will seek explicit pDAO approval prior to moving from Milestone 0 to Milestone A. Given that, I will not be challenging this bounty, and I look forward to the pDAO having its voice heard.

I wish to make this explicit- I do not like having to take the GMC on their word that they will engage the pDAO in a vote in the future. Once the bounty is established and unchallenged, they can pay it out without making good on that promise.

As such, I’ve challenged the result here Add RPIP-38 by jshufro · Pull Request #134 · rocket-pool/RPIPs · GitHub
Discussion: Eigenlayer Integration Bounty Challenge

It seems fairly explicit in this case that they cannot skip the pDAO, which is why assurances about what that meant worked for me.

According to @ShfRyn the GMC “has discretion to modify” grants/bounties/etc after approval, so the inclusion of that phrase in the milestone doesn’t strike me as binding.

Two thoughts:
1). the pDAO has power over the GMC. I’m not sure why you sense we would oppose a pDAO directive. If we were doing things against the will of the pDAO, I personally would start by raiding the treasury.
2). If this vote fails, we will have to have another vote before milestone 1 anyway after everyone has reviewed the findings of milestone 0.

Bonus 3rd thought- Milestone 0 was a last minute tack-on over 24 hrs. It may be able to be crafted better as long as we are going through an entire RPIP to determine its validity.

That said, I enjoy voting and we may all soon be nostalgic for these carefree days of gasless voting.

According to @ShfRyn the GMC “has discretion to modify” grants/bounties/etc after approval, so the inclusion of that phrase in the milestone doesn’t strike me as binding.

I also said:

we would do a formal vote to make sure we’re not blindly modifying things without unanimous consensus or good reasons.

Last week, we extensively deliberated on the topic within the GMC server. I reiterated multiple times that the GMC would secure PDAO approval post Milestone 0.

I also said:

If anyone is worried that it is going off of my word or the GMC’s, I’m happy to conduct some sort of formal vote or understanding to make it more legitimate
